Synopsis

After the Sibyl System's domestic triumph, Japan begins sharing the technology internationally. The South East Asian Union adopts the system in its conflict-ravaged territory to stabilize Shambala Float and manage civil order. At the same time, anti-Sibyl militants travel to Japan, and investigators at the Ministry of Welfare's Public Safety Bureau uncover evidence suggesting Shinya Kougami, a former Enforcer who abandoned his post, is assisting the newcomers. Because of her prior connection with Kougami, Akane Tsunemori is dispatched to the SEAUn to recover him. Years have passed since they last met, and their encounter in a foreign, tense environment may not unfold as either expects.
