Synopsis

Eighteen months after the prior events, Akane Tsunemori remains an inspector applying the Sibyl System's rulings. New enforcers arrive and junior inspector Mika Shimotsuki—rigidly devoted to Sibyl—joins Division 01. As Akane reflects on the moral weight of her role and the soundness of Sibyl's determinations, a troubling adversary appears. This antagonist has found a method to alter Crime Coefficients, the numerical assessments derived from mental scans that Sibyl uses to evaluate psychological states and flag potential offenders. Using this capability, the assailant kills an enforcer and leaves a baffling message: the letters "WC?" smeared in blood. Division 01 is drawn into a perilous confrontation with this unknown manipulator, uncovering a scheme that challenges the Sibyl System's authority and forces Akane to reassess the foundations of her own beliefs.
