Synopsis
A counselor named Izumi Yasaka flees from Sanctuary, a facility for isolating and rehabilitating latent criminals, and her vehicle is seen speeding toward the Public Safety Bureau before colliding with its building. Inspectors Mika Shimotsuki and Akane Tsunemori arrive to question Izumi, but Sanctuary issues an urgent demand that she be returned to the institution. Treating the message as an authoritative order from Sanctuary’s leadership, the inspectors comply while stipulating that Izumi be escorted back under Bureau supervision. Tsunemori plans to continue investigating the situation with her colleagues at the Bureau. Meanwhile, Shimotsuki assumes the role of lead investigator on the matter, directing her team of Enforcers as they follow the trail that leads into Sanctuary and gradually expose the facility’s concealed operations and the secrets it holds.
