Synopsis

In 2113, the Ministry of Foreign Affairs disbanded a covert paramilitary group called the Peacebreakers, yet the unit vanished and its operations stayed unknown. Five years on, the Peacebreakers return to the public eye by killing Milcia Stronskaya, a researcher who held classified materials critical to the future of the Sybil System, Japan’s mechanism for identifying potential criminals. To probe the killing and prepare a coordinated response with the MFA, the head of the Public Safety Bureau seeks to bring back former Enforcer Shinya Kougami. Kougami, who left the force years earlier and now serves under Frederica Hanashiro at the MFA, faces strained relations with his previous teammates Akane Tsunemori and Nobuchika Ginoza. Despite lingering tensions, they must set aside personal conflicts and concentrate on safeguarding the Sybil System against the renewed threat posed by the Peacebreakers.
