Synopsis

In a world where the Sibyl System quantifies mental states into numerical crime coefficients, potential offenders can be intercepted before acting. New Inspectors Kei Mikhail Ignatov and Arata Shindou join the Public Safety Bureau's Crime Investigation Department and confront the limits of that system. Their first assignment sends them to examine a passenger ship disaster involving immigrants, which raises doubts about whether the incident was accidental. As they pursue the truth, a covert organization called Bifrost watches their moves from the shadows, and other parties also begin to take an interest in the two newcomers. The story follows their early career as they navigate investigative challenges and the ethical ambiguities surrounding a society governed by predictive judgment.
