During a large-scale rebuilding effort transforming Tokyo and creating artificial islands in the Bay, specialized construction robots called "Labors" are used to accelerate the work. After a central planner behind the project is discovered dead in an apparent suicide under unclear circumstances, Captain Kiichi Gotou's Patlabor police squad is assigned to investigate. As multiple Labors begin to malfunction and an intruded AI system threatens public safety, young pilot Noa Izumi and her Patlabor, Alphonse, follow Gotou's orders to protect Tokyo and confront a sprawling, unsettling conspiracy with national implications.
