The year 2029 presents a future where Niihama City thrives as a hub of technological advancement. Cybernetic enhancements allow individuals to replace biological components with robotic parts, fostering an unprecedented level of global connectivity. Amidst this interconnected landscape, Public Security Section 9 operates to counter corruption, terrorism, and emerging dangers. Major Motoko Kusanagi, a resolute member of Section 9, leads an investigation into a mysterious figure known as the 'Puppet Master.' This elusive hacker targets victims, erasing their memories, and possesses a highly augmented, almost entirely robotic form, granting immense capabilities. As Motoko and her team pursue the enigmatic criminal, additional factions, including Section 6, become involved, complicating the inquiry. This intricate case compels Motoko to contemplate profound philosophical inquiries regarding her own existence and purpose. She gradually realizes that the answers to these fundamental questions may reside with the Puppet Master themselves.
