Synopsis

After the Laughing Man affair ends, Japan’s newly elected prime minister, Youko Kayabuki, restores Section 9 to address ongoing cyber-terror threats. A militant faction calling itself The Individual Eleven carries out violent attacks across the country. While Motoko Kusanagi, Daisuke Aramaki, Batou, and fellow operatives investigate this emergent danger, the government simultaneously confronts an influx of refugees displaced by the Third World War seeking sanctuary in Japan. The special-ops team repeatedly crosses paths with Gouda Kazundo, a senior figure in the Cabinet Intelligence Service, and growing evidence suggests his involvement. As suspicions mount, Section 9 begins to consider that the refugee situation and the actions of The Individual Eleven may be linked in ways not yet understood.
