In 2034, two years after Motoko Kusanagi left Section 9, Togusa leads an expanded unit tasked with handling a wave of complex incidents. Their inquiries trace the disturbances to a skilled cyberspace manipulator known as the Puppeteer. Operating on a separate line of inquiry, Batou crosses paths with Motoko, who warns him to avoid the Solid State Society before departing, leaving Batou uncertain and unsettled.
