Synopsis

By 2039, severe climate change has flooded vast regions, shrinking habitable land. In response, a formidable flotilla of armed vessels appears, routing navies worldwide and enforcing a maritime blockade. Each warship houses a humanoid embodiment tied to its core, called a Mental Model, and they act under directives issued by an enigmatic Admiralty Code. Seventeen years into the blockade, Gunzou Chihaya, an alumnus of the National Marine Academy, encounters the submarine I-401 and its Mental Model, Iona, who unexpectedly sympathizes with humanity. Hoping this alliance can lead to reconciliation, Gunzou and his companions establish a privateer crew named Blue Steel and embark on a perilous voyage to challenge the blockade and pursue a path toward peace.
