Synopsis

Set in the kingdom of Dowa, ACCA was created after a revolt as part of a settlement between the monarch and the nation’s thirteen states to administer public services. A century later, the nation enjoys an unusual era of stability, a state partly attributed to ACCA’s presence. When whispers of a possible coup begin to circulate, Jean Otus—serving as the deputy head of ACCA’s inspection division—is tasked with touring and auditing each of the thirteen regional offices. As he carries out his reviews, Jean encounters the varied customs and daily realities of Dowa’s different regions, and uncovers layered interpersonal ties and hidden tensions. The narrative unfolds as a measured political mystery, maintaining an atmosphere of quiet intrigue and steadily revealing the implications behind the coup rumors without resorting to sensationalism.
