Kyousuke Hyoubu is a highly capable ESPer who, after a past betrayal, lives as a fugitive. Despite his fearsome reputation, he retains a compassionate nature and dedicates himself to rescuing other ESPers who face abuse or persecution from humans. He often employs forceful tactics to extract those in danger and has repeatedly saved numerous ESPers. Those he rescues come to trust and follow him, forming a loyal group organized under the name P.A.N.D.R.A.
