Kenta, training to become a Pokémon master, meets his childhood companion Marina at a Pokémon Center to assess how their abilities have progressed. A sudden storm halts their session and coincides with the entrance of Bashou and Buson, members of Roketto-Dan who are operating a Crystal System designed to draw Electric-type Pokémon. Guided by Shiranui-hakase, the group's broader objective is to return Pokémon to Sakaki. Kenta and Marina uncover this scheme and attempt to intervene, but the situation escalates when the legendary Pokémon Raikou is seized.
