Set in 2027, a year after the fourth non-nuclear war ended, New Port City struggles with lingering instability when an explosion from a self-propelled mine devastates part of the urban landscape. Soon after, a military figure linked to illicit arms payments is assassinated. Public Security Section investigator Daisuke Aramaki becomes involved and meets Motoko Kusanagi, a cybernetic expert-level hacker attached to the military’s covert 501st Unit. Batou, known for his relentless vigilance, suspects Kusanagi’s involvement in the blast. Meanwhile, Niihama Prefectural Police detective Togusa handles two connected investigations: the shooting and the slaying of a sex worker. Motoko remains under surveillance by Kurutsu, commander of the 501st, and other cyborg operatives, as the intersecting inquiries probe wartime remnants, corruption, and the blurred line between human and machine.
