On the inaugural day of Tokyo's Touto Line subway, a bomb disrupts the festivities and the governor, present on the train, is endangered but rescued through Conan Edogawa's prompt intervention. Conan probes the governor's background and uncovers the official's role in dismantling a Niigata village to construct the Kitanosawa Dam. Convinced the explosion may connect to the dam controversy, Conan, joined by Ran Mouri, Kogorou Mouri, Professor Agasa, Sonoko Suzuki, and the Detective Boys, travels to the affected village to investigate. They encounter former residents displaced by the dam project, and as their inquiries progress a local is killed. Faced with escalating danger and interwoven mysteries, Conan commits to revealing the truth behind the bombing and the village murder before further harm occurs.
