Synopsis

Set in Japan where a 1988 psychic-triggered blast set the stage for global conflict, the narrative moves to 2019 within Neo-Tokyo, a rebuilt metropolis plagued by organized street violence and insurgent acts against the ruling regime. Shoutarou Kaneda fronts a ragtag motorcycle crew called the Capsules, perpetually at odds with a rival faction known as the Clowns. During a gang confrontation, Kaneda's close companion Tetsuo Shima becomes entangled in an incident involving a runaway esper who has escaped from government custody. As Tetsuo begins exhibiting unexplained psychic phenomena, state authorities move to isolate him, fearing the resurgence of a cataclysmic force linked to the city's earlier devastation.
