Synopsis

Shuurei Kou and Eigetsu To, appointed to jointly govern Sa province, plan to transform the region into a center for academic research to restore long-delayed prosperity. While Shuurei travels to the capital to secure authorization for their initiative, a contagious illness emerges in Sa, causing fatalities and social disruption. Shuurei entrusts Eigetsu with overseeing the crisis and seeks allies to locate an effective remedy, but Eigetsu is distracted by unresolved personal conflicts. Their absence and the turmoil create openings for political adversaries to challenge Shuurei's authority. As the first woman to hold this office, Shuurei faces the pressures of leadership amid public health crisis and factional opposition, forcing her to confront whether she can uphold her responsibilities and persevere through mounting difficulties.
