Synopsis
Following severe personnel losses in the conflict, the Earth Federation must reconstruct its leadership. Brian Midcrid, previously heading the Unified Colonies, assumes the presidency of the Federation. In an urgent session of the Federation Diet he openly confirms that nonhuman beings exist and discloses the occurrences of the L5 campaign to the populace in an address later termed the "Tokyo Declaration." He warns that these extraterrestrial forces represent a substantial danger to humanity.
