This film continues from the 2012 series focusing on Fujiko Mine. Lupin and Jigen set out to take a valuable object known as the Little Comet, hidden within the borders of East Doroa. Tensions run high between East and West Doroa after the assassination of a singer called Queen Malta while she was visiting West Doroa, prompting East Doroa to strengthen its defenses. Undeterred by the hostile relationship between the two nations, Lupin and Jigen proceed with their planned theft. During the attempt, Jigen nearly loses his life when confronted by Yael Okuzaki, an expert sniper who prepares tombstones for those he intends to kill; lore within the setting claims none survive once Yael has fashioned a grave for them.
