Synopsis

Removed from the Lupin investigation and sinking into despair, Inspector Zenigata ends up drinking with Lupin and Jigen. Lupin proposes an unusual partnership: he and his team—Jigen, Goemon, and Fujiko—will work alongside Zenigata to pursue a new target, an arms-trafficking syndicate called Shot Shell. To advance their plan they seize control of a Russian submarine and abduct scientist Karen Korinsky, both to operate the vessel and to keep her safe from Shot Shell. Meanwhile the ICPO assigns Keith Hayden to the case; unlike Zenigata, Hayden aims to eliminate Lupin and his associates. As Lupin's group moves against the traffickers, Hayden tracks them relentlessly, attempting to pick them off one by one.
